Background and Overview:
On October 17, 2017, there was an ammonia release at the Fernie Memorial Arena which tragically resulted in three fatalities, as well as the evacuation of 95 residents from 55 nearby homes.
Technical Safety BC performed an investigation of the incident to understand the key contributing factors and made 18 recommendations to further improve safety in ammonia refrigeration systems, and discussed a number of regulatory actions taken in recent months to prevent similar incidents nearby homes.
Failure in secondary coolant system and emergency discharge line were identified as two of the main areas of failure during the incident. To address these areas Technical Safety BC is introducing two new Safety Orders. These Safety orders aim to provide safety oversight by introducing additional requirements to reduce risks within ammonia refrigeration facilities in the Province of BC through mandatory ongoing testing of secondary coolants, over-pressurization protection of secondary coolant piping, and elimination of or an acceptable solution to prevent use of the emergency discharge line.
The two new safety orders include:
- Safety Order So-Bp-2021-01:Secondary Coolant
- Safety Order So-Bp-2021-02: Emergency Discharge Line
